| Saudi Arabia: Vision 2030 and the Decade of Workforce Demand Saudi Arabia is entering a major period of infrastructure development, service expansion, and long-term workforce demand. GlobalRAWS Research Team August 4, 2026 |
Saudi Arabia is entering a major period of infrastructure development and workforce demand. Vision 2030 continues to support growth in construction, tourism, hospitality, transport, logistics, and facility services. Major projects across Riyadh, Jeddah, Al Khobar, Abha, and other development areas are creating long-term opportunities for employers, contractors, and service providers.
Saudi Arabia was officially appointed host of the FIFA World Cup 2034 in December 2024. The proposed plan includes 15 stadiums across five host cities, using a combination of existing venues, stadiums under construction, and new developments. Supporting projects will also require roads, hotels, airports, warehouses, transport services, maintenance teams, and event operations.

Riyadh will also host World Expo 2030 from October 1, 2030, to March 31, 2031. International visitors, participating countries, businesses, and service providers will increase demand for construction support, hospitality, cleaning, transport, security coordination, and facility maintenance.

Large infrastructure and service projects require workers across different sectors. Each workforce group should be selected according to verified employer requirements and clearly defined job duties.
| Sector | Potential Workforce Needs | Employer Priorities |
| Construction | General workers, carpenters, electricians, welders, plumbers, masons, and equipment operators | Safety awareness, trade experience, attendance, and project readiness |
| Hospitality | Housekeeping workers, kitchen assistants, chefs, waiters, laundry attendants, and facility staff | Customer service, hygiene, communication, and reliability |
| Logistics | Drivers, warehouse workers, forklift operators, cargo handlers, and delivery teams | Safe operations, route knowledge, inventory accuracy, and punctuality |
| Facility Services | Cleaners, maintenance technicians, security staff, waste handlers, and pest-control workers | Site discipline, proper training, documentation, and consistent attendance |
| Event Operations | Guest support, transport coordination, cleaning, catering, technical support, and venue services | Professional conduct, teamwork, flexibility, and service quality |
| Early Workforce Planning Reduces Project Risk Large projects need different worker groups at different stages. Construction crews may be required first, followed by installation, maintenance, hospitality, and operational support teams. Confirm workforce numbers before peak demand. Define skills, duties, and project schedules clearly. Prepare accommodation, transportation, and onboarding. Plan safety training and worker-retention measures. |
| Compliance and Worker Readiness Saudi recruitment must follow applicable employment, immigration, contract, and worker-protection requirements. Employers should clearly define job duties, salary terms, working hours, accommodation responsibilities, and other employment conditions before recruitment begins. Candidates should be screened according to the actual position. Verified experience, technical training, clear documentation, communication ability, and workplace discipline are especially important for construction, industrial, hospitality, logistics, and facility-service roles. | |
| Preparing for Long-Term Workforce Demand Saudi Arabia’s development programs, the FIFA World Cup 2034, and Expo 2030 Riyadh are creating a long-term cycle of infrastructure and service demand. Strong workforce strategies should focus on early preparation, verified employer requirements, qualified candidates, and compliant recruitment.
